The controller is the part of an HID ballast that handles ignition and keeps the xenon gas lit, and this ORACLE ballast uses an ASIC chip controller for it. An integrated decoder circuit makes it compatible with any vehicle, per ORACLE, and is meant to cure the common HID install problems: fault indicator lights and bulbs flickering in operation. The processor adds real-time lamp monitoring, power compensation and full-time ballast protection.
Fitment
Fits HID setups using 9006, 9005, 9004, 9003, 9007, 9008, H1, H3, H4, H7, H8, H9, H10, H11 and H13 style bulbs. It will not fit D2R/D2S or D1R/D1S; for those, ORACLE sells a separate D2S/D2R ballast adapter. Input is 9 to 16V DC and it works with most xenon applications. The source does not state how many ballasts ship per order.

Will it work with D2S or D2R bulbs?
Not on its own. ORACLE lists D2R/D2S and D1R/D1S as not fitting, and sells a D2S/D2R ballast adapter for that.
What problems is it meant to solve?
